        Lødingen kommune plans area use, manages, operates, maintains and develops the municipality"s technical infrastructure, roads and municipal buildings. Lødingen kommune needs consultancy services to safeguard these assignments. This primarily comprises strategic and municipal planning, project development, tender and contract preparation, engineering design of building and installation works, and project and construction management.

        The framework agreement will also apply to services in the specialised areas of Planning [Plan], Architecture [ARK], Consulting Engineering [RI], Construction Management (BL) and Builders Representative (BHO) for assignments in planning, roads, water, sewage and construction.

        The tenderer shall deliver the European Self-Declaration Form (the ESPD form) together with the tender offer as current documentation that he fulfils the qualification requirements in point 5.2 and that there are no grounds for rejection. Documentation of qualifications stated in point 5.2 column C shall not be submitted as part of the tender offer, but shall be delivered prior to the contract signing. The Contracting Authority can request documentation on the tenderer"s qualifications at a later point in the competition.

        The ESPD form shall be completed, printed and delivered together with the tender offer, cf attached instructions in point 8 below. The tenderer can be rejected from the competition, and/or be prosecuted if the information provided is seriously misleading, withheld or can not be documented.
