GPS localisation technology
The Health Department has the overall responsibility for coordinating, procuring and implementing welfare technology in the EHS sector. The EHS sector consists of the town council department for the Elderly, Health and Social Services, Oslo"s 15 districts, the Children and Family Department, the Nursing Home Department, the Welfare Department and the Health Department.
The aim of the procurement is to enter into a non-exclusive framework agreement for GÅS localisation technology.
The user need in the procurement is connected to persons with orientation difficulties, or who, for other reasons, have a need to be localised. This particularly covers 2 target groups; elderly persons with dementia and cognitive decline who still like to move around outside by themselves and persons with reduced functional abilities, in particular children and adolescents.
Oslo
The technology has been tested in Oslo"s districts in the last 3,5 years in a separate project that focussed on the first target group. Experience from this project shows that the technology allows important interaction between relatives, the alarm centre and the home care services. The technology allows relatives to see where the user is and to contact or find the user if necessary. The alarm centres are a “back-up” when relatives are not able to follow-up the user. The alarm centres also function as the installer and are responsible for training, they also are responsible for technical follow-up of the units and act as the system manager.
Option for the Contracting Authority to extend the contract for a further 1+1 year on identical terms.
