Consultant Engineer HVAC and Sanitary Installations — and Climate Techniques (‘RIV’)
The contest is for a parallel framework agreement ("the Framework Agreement") for assistance from consultant engineers for HVAC and sanitary installations — and climate techniques (‘RIV’) in the contracting authority"s projects. The Framework Agreement must cover engineering design service and consultancy service assignments.
The aim of the Framework Agreement is to ensure that the contracting authority has access throughout the entire contract period to assistance from good RIV with relevant competence, to cover the contracting authority"s ongoing need for RIV services.
See the attached Specifications for the Procurement (Annex 1) for further details.
Kristiansand Municipality.
A parallel framework agreement will be signed with up to 5 tenderers of RIV (hereafter called the "Tenderer(s)"). Each tenderer can present documentation in the contest for up to 5 RIV (the "Offered Personnel"), cf. point 5.2.2 below.
The consultant engineers will assist the contracting authority with planning, engineering design services, implementation, follow-up of and/or reports of different types of building and construction projects. These can, for example, be new building projects, renovation projects, alterations and/or other processes that can occur as a result of new or changed needs at the contracting authority.
The contracting authority"s projects vary in nature, size, cost, duration and degree of difficulty, and require resources and a team with overall competence. For example, we would like experience from public contracting authorities and public buildings, new buildings, total renovations, minor renovations, antiquarian and/or listed buildings, engineering design services for buildings in operation, as well as SHA work. We would like environmental and innovation competence.
Major alteration projects and new buildings where RIV services are, as a main rule, part of a separate contract, exempted from the Framework Agreement. Examples of this are turnkey and interaction contracts. Consultancy in projects for antiquarian buildings and other projects where the contracting authority requires special competence can also be exempted from the Framework Agreement. See the attached Specifications of the Procurement (annex 1) for further limitations.
This Framework Agreement will be one of several parallel framework agreements that the contracting authority intends to enter into to cover the contracting authority"s ongoing need for consultancy engineering services. The parallel framework agreements will be signed for each individual discipline. The contracting authority intends to enter into parallel framework agreements for the following disciplines:
— consultant engineer HVAC and sanitary installations, and climate techniques ("RIV"),
— consultant engineer for construction ("RIB"),
— architect ("ARK"),
— consultant electro wngineer ("RIE"),
— consultant fire engineer ("RIBr"),
— consulting geotechnical engineer and engineering geology ("RIG"),
— engineering design management ("PGL"),
— consultant engineer RI plan/area,
— interior architect ("iARK"),
— consultant engineer for acoustics ("RIAku"),
— consultant building physics engineer ("RIBFy"),

— consultant engineer, the environment ("RIM"),
— consultant engineer central operations/automation ("RIAut"),
— coordinator integrated technical building installations ("ITB"),
— BIM-coordinator,
— consultant engineer RI welfare technology,
— consultant lift engineer.
The Framework Agreement will be valid for 2 years from when it is signed, with an option for the contracting authority to extend the contract for 1 + 1 year. The option will be taken up automatically. If the contracting authority does not want to take up the option, the Tenderer will be notified in writing at the latest 3 months before the option would come into force. Kristiansand joint church council has an option to make call-offs under the Framework Agreement.
