Consultancy Services for the Preparation of an Apply for Funding for Research-based Innovation to the Research Council of Norway
The University of Oslo (UiO) wants to enter into a contract for consultancy services for preparing the University’s apply for funding to the centres for research-based innovation"s future publication. A special focus must be made on the industry based business models and the innovation chapter in the application form, including the added value for the industry and joint venture partners. The application process is expected to be in 2 phases.
The preliminary deadline for the application draft is April 2019. The expected deadline for the complete application is September 2019.

Note: the procurement will be implemented in accordance with the Public Procurement Act of 17.6.2016, No 73 (LOA) and the accompanying Public Procurement Regulations dated 12.8.2016, No 974 (FOA) Section I). The notice on Doffin and TED is a voluntary tender notice and the procedure is therefore not affected.
The contracting authority plans to award a contract without having a dialogue with the tenderers beyond small clarifications/corrections of the tenders.
Negotiations can be held after the tenders have been received, however, if the contracting authority deems it to be expedient. The selection will be undertaken after an evaluation of the compliance with the award criteria. Emphasis is put on the fact that no tenderers can expect a dialogue on their tender and must, therefore, submit their best tender.
Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and annexes and to ask questions via the supplier portal in case of uncertainties.
