The objective of the invitation to tender was to enter into a framework agreement for engineering design and consultancy services for the agency"s investment projects.       4. Description of the procurement:

        The agency for urban environment wants to enter into parallel framework agreements with 4-7 providers of engineering design and consultancy services for the agency"s investment projects related to the technical infrastructure development.

        The framework agreements must cover the requirements for engineering design and consultancy services in public urban areas, including foot and cycle paths, hiking trails as well as traffic safety measures for the subject areas: detail planning for roads, traffic safety measures, bridge and brick structures, preparation of zoning plans — complete, costs assessment of sequencing requirements in zoning plans, preparation of building applications, risk analysis related to construction works, as well as follow-up the contracting phase.

        — the framework agreement(s) shall have a duration of 2 years with an option for 1+1 year extension,

        — the value of the contract includes options that are estimated to 30 000 000 NOK excluding VAT. This estimate is based on the existing service scope and involves no obligation for the contracting authority and can be subject to change,

        — distribution mechanisms for assignments included in the agreement are carried out as direct call-offs or by mini competitions. The distribution of the assignments is further described in annex 3; the Administrative Regulations,

        — the award criteria the contracting authority can use for contract award are further described in the tender documentation.

        Each call-offs are regulated by either:

        — NS 8401 General contract conditions for preliminary design assignments (the 2010 edition), or

        — NS 8402 General contract conditions for consultancy contracts remunerated according to time spent (the 2010 edition),
